Guys,

The server is unresponsive. It was rebooted with message in submission queue.

What will happen to message after reboot? Does it gone or it was delivered?

it should be delivered. These messages are stored on a file system - more information here: https://technet.microsoft.com/en-us/library/bb125177(v=exchg.150).aspx

About unresponsive server - I usually find out, that after reboot server is unresponsive for first few minutes only. Exchange process use 100% of CPU. But then it's OK.
