Messages stuck in Outlook 2013 Outbox

I am trying to set up an Exchange 2013 server in a lab environment for testing/development purposes.  All machines are virtual running under VMware.  I have one machine run AD, the second Exchange Server 2013 (both above running under Windows Server 2008), and a third running Windows 7 acting as a client.  All seemed to install fine.  On the Win 7 machine, I can create a profile for a user, it finds the user and server fine.  I run Outlook 2013 with this profile, it says that it is "online with Microsoft exchange".  I can create a message, and Outlook sees the other Exchange users in the global directory.  Then I send the message, and it just stays in the outbox, never getting delivered.  This happens for all users.  I have unchecked "use cached mode" in the profile to no effect.  Pressing the send/receive button does nothing.  The message itself is nothing, just one line of text.

In trying to diagnose this, I run the Exchange Management Shell on the Exchange server, and get a bunch of errors about a bad user id or password.  Is this the problem?  How would I fix it? On that machine, I do see many Exchange processes running in task manager.

Any ideas?

Is the OS for Exchange 2013 really Windows 2008 ??

If so that's not supported.

The operating system is Windows Server 2008 R2, which does seem to be supported, as noted in your link.

Hold down the CTRL key on and right click the Outlook icon in the system tray. Click "Connection Status". This will show all the current connections to the Exchange server. Is there anything obvious here?

Hello,

Please make sure whether your server name is your mailboxguid@the primary smtp address.

If so, please follow the Cameron's suggestion to check the connection status.

If the connection status, I recommend you use the test-servicehealth cmdlet to check whether all required exchange services are started.

And please use server health and performance to check your exchange server.

There are 3 entries in the Outlook Connection Status, similar to below:

CID: 12
SMTP Address: jsnuffy <at-sign> comaxis.local
Proxy Server: winsrv2008-5.comaxis2.local
server name:  1f03d2db-4d64-4718-9a76-903884065cc7 <at-sign> comaxis2.local
Status: Established
Authn: NTLM[NTLM]
Encrypt: None[Yes]
RCPPort: 6001
Type: Exchange Directory
Req/Fail: 4/0
Avg Resp: 11
Avg Proc:
Sess Type: Background
Interface: Local Area Connection
Conn: HTTP
Notif:
RPC: Async
Version:
Network Cost:
Hybrid Latency Restricted: No

Note: I inserted <at-sign> because the forum software gives me an error message about not being verified.

The difference between the three is: different CID numbers, one is
Type=Exchange Mail, Req/Fal=219/2, Notif=Poll, Version=15.0.516.4025.

There is a "Reconnect" button, which causes the Reeq/Fail and Avg Resp
numbers to change.  Nothing changes as far as the Outbox.  The status
continues to say "ONLINE WITH MICROSOFT EXCHANGE".

Here is the response to "Test-ServiceHealth" in the Exchange Management
Shell:
