Microsoft Exchange 2003 on SBS licensing
If Microsoft Exchange was installed with Small Business Server 2003 Premium is that Exchange license still valid if you upgrade to Server 2003 Standard? Or do you have to purchase an Exchange 2003 license when you purchase the Server 2003 Standard license?

Short answer: No. If you just purchase and install Windows 2003 Standard server on the same hardware or on a different set of hardware and call it an upgrade, you are not licensed to run Exchange.
The "upgrade path" from SBS 2003 to Windows 2003 Standard is through the Transition Pack, and the Transition Pack pricing includes migrating your SBS Exchange license to a standard Exchange Server license. The transition pack takes the lid off of your SBS server and turns it into a standard server with all the applications in place and fully licensed.
When you purchase the Transition Pack for SBS Premium, it costs more or less what you would have originally paid for Windows/Exchange/SQL/ISA, less the cost that you actually already paid for SBS Premium in the first place, so it's probably a good idea to go that route unless you aren't interested in maintaining licensing for SQL and ISA.
