I know there are many GB of garbage in the database.
Database settings are:
Keep deleted items for 0 days
Keep deleted mailbox for 0 days

We just started getting this message today as well. The issue isn't that the number of correct mailboxes aren't processed, for example, but rather that we're getting the message at all!
See, we moved from an in-house Exchange 2003 machine to a hosted Exchange 2007 system about 10 months ago. Our previous Exchange box is still running (with Exchange installed, but not running) and this is the first time we've seen this email.
Can anyone shed any light on why we might be seeing this now? Any feedback would be greatly appreciated.

Please try to check if any Exchange related services are running.
Please check if policy GUID appear in value of msExchPoliciesIncluded for users.

Turns out that there are a number of Exchange services running on the machine, including:
Microsoft Exchange Event
Microsoft Exchange IMAP4
Microsoft Exchange Information Store
Microsoft Exchange Management
Microsoft Exchange MTA Stacks
Microsoft Exchange POP3
Microsoft Exchange Routing Engine
Microsoft Exchange System Attendant
Can all of these be stopped without affecting anything if, as I mentioned before, we've moved from in-house to hosted Exchange (about 10 months ago)?
Finally, any thoughts on why we might just be starting to see these messages now?

Do you have message age settings?
Hosted Exchange? Office 365? BPOS?
If yes, then I recommned you to post the issue in those forum to get relevant help.

No message age settings as far as I can tell. The machine has Exchange installed on it, but has not been running for around 10 months or so. The machine is now currently used only as our primary domain controller.
Would it be safe to stop the Exchange services and not have it affect the operation of the PDC?

Hi,
If Exchange 2003 Server is not working now, then I recommend you to dismiss it and then check the issue again.
