I have purchased Microsoft Office 2010 two years ago when the promotion was active (Buy Microsoft Office Home and Student 2010, and get  Outlook, Publisher, and Access free).

Anyways, I was planning on reinstalling windows because of some problems.  If I do reinstall windows, and Microsoft Office Home and Student 2010, will I be getting Outlook, Publisher, and Access back, or will I lose them?

Also, is there any way I can find out how many times a product key has been used for Microsoft Office Home and Student 2010?  What happens if all three uses have been used?  Me and my brother shared this, but his hard drive crashed, so he had to reinstall windows, so has he used two out of the three uses, or is it like..  If you uninstall Microsoft Office, will there be one more use?  Thanks.

 This would be determined by the product key/s you were given - it is the different type of product key which determines the applications/components that are activated.

No, it's not possible to know the number of times a key has been used, but, in general, when an installation occurs, a Hardware "signature" is captured, and you can reinstall on that HW signature many times, and that is only counted as one install. Then you install on your brother's PC, and that is one more HW signature, again, he can reinstall many times on that HW signature.
If you do have troubles with "too many installations", (perhaps due to HW repairs, which may change the HW signature) you can use telephone activation with MS, speak to an operator there at MS and explain the situation.

I'm not personally familiar with the extra offer you mention, but in my experience, if a product key gives you those features once, it will do so every time you use that product key.
