I bought a new computer which is an upgraded one from my previous computer, is it possible to transfer my license MS Project Professional 2013 to my new computer? if possible how do i start? thanks

Yes, please see this FAQ:

Can I transfer the software to another computer or user? You may transfer the software to another computer that belongs to you, but not more than one time every 90 days (except due to hardware failure, in which case you may transfer sooner).

You simply uninstall it from the old machine and install it on the new machine.
