He want me to migrate outlook ( hen ot sure out look or out look express) to his new laptop
His laptop is windows8 and have outlook 2013 ( brand new note book with out any setting)

What type of email account is your boss using? POP3, IMAP or Exchange?
If your boss was using Outlook, we need to complete the following steps to migrate Outlook data to the new computer:
Step 1: Copy the files from the old computer
Step 2: Copy the files to the new computer
Step 3: Add the information from your old computer to Outlook 2010 on the new computer
Step 4: Moving other Outlook files

If your boss was using Outlook Express before, first, we need to locate and backup the Store Folder of Outlook Express. The path should be something like this if your boss was using the default folder path:
C:\Documents and Settings\username\Local Settings\Application Data\Identities\{FA572F59-2087-498C-A7A9-F546571D6ECF}\Microsoft\Outlook Express

as Steve suggested, you need to know the outlook configuration.
Do you use Exchange Server, or third party vendor email hosting?
Or if you have other colleagues that shared same email hosting, check their outlook configuration.
But your boss needs to know his or her email password.
Once everything is setup, check for PST files on the old hard disk and import it to Outlook 2013.
