Is it possible to mix Education plan E1 and E3?

Let's say in a university, the students only needs the E1 plan, but the administration needs E3. Can E1 and E3 be purchased, and then the E1 licenses be assigned to the students, and the E3 licenses to the administration users?

Yes it is possible. You can buy both license in one account,but one user cannot assign both license because it will override the permission otherwise manually deselect some option under their plan

If you activate project online and E3, it will not work because project online has office online and share point online , so you have to deactivate this product any one of the service
