Hi Sam,
I would like to explain that we do not have method to modify the Global address list Order.
Actually this issue is by design. Outlook is using alphabetical order to order the users in GAL, the objects in address book. So we cant use other non-alphabetical order to order the objects in GAL outlook.
Its hard coded to use CompareStringW function to sort the GAL. This routine will place non-alphabetic characters before alphabetic characters. In short, the order from the top is special characters, numeric values, then letters (A,a, B,b etc). Unfortunately, its not something we can modify.
So the workaround should be:
We can add some special characters such as !, ,, ., <, > , numeric values to some users, so those users will be listed on the top.
Nevertheless, from your description, I suggest you are able to create a separate Department Address List. When the user would like to locate a department, he can just select the department address list.
