Hi, In Exchange 2003 it is not possiblesince NDR is defined by RFC compliance documentation and Exchange is standard product so it followsInternet standard& I think NDR is hard coded in Exchange 2003. However in Exchange 2007 you can use Transport Rules on Hub/Edge Transport servers with action Send bounce message to sender with enhanced status code to send custom NDR based on certain conditions and exceptions in mails.
