My PRF file appears to be ignored - trying to change Exchange server name

I'm trying to change my Exchange server name in my default Outlook 2013 64-bit MAPI profile via a PRF.

The file isn't having any effect and I can't find a log to indicate why.   Is there any logging I can crank up while I figure out why my file is ignored or not working as expected?

The file is shown below:
