I have several mailboxes that I need to keep because of potential FOIA requests, but I don't want it to continue receiving messages. I also don't want the people who have access to the mailbox to be able to send mail from that account. Is there a way to block all incoming/outgoing traffic and still retain the mailbox?

To prevent access, remove any FullAccess permissions and disable the account in AD. To prevent them from receiving more e-mail, you can create a Transport Rule to simply drop any e-mails sent to them (this way the sender won't even receive a NDR).
