Need to route inbound and outbound mail internal only
I need to route a single user's mail internally only so that the individual cannot send/receive mail external to their domain. Any assistance is appreciated.

Create transport rule and use predicate "outside the organization" and drop the message. Yes, the transport rules let you apply messaging policies to e-mail messages that flow through the transport pipeline on Hub Transport and Edge Transport servers. And here is another post for reference. Hope helps.Noya Lau TechNet Community Support
