I am trying to setup new retention policy but I do not see this option in the EMC. Is there a command that I need to enable retention policy so I can configure it?

Exchange 2007 addressed retention needs with Managed Folders, and Exchange 2010 uses a combination of Retention Tags and Retention Policies.
