Recently, someone used my computer, and now I have these border lines showing up in my footer.  Does ANYONE know how to get rid of these?

Those are crop marks, used for professional printing of documents. Go to Word > Options > Advanced and in the Show document content group clear the check mark on Show crop marks.

Which View of Word do you use before?

It seems the Word is working under Print Layout view. You may switch to Web Layout view by:

View tab> Views group > click Web Layout
