New set up of Outlook 2013 does not retreive POP emails

I have set up a new profile in Office Outlook on a computer running WIndows 8.0.  THe account set up checks out fine with two green checks.  The email is being received just fine online and on mobile devices, so I don't think its the server.  When I click send/receive the process completes with no errors. I can send email, but not receive.

Same problem on older version of Outlook on computer running Window Vista (really).  Everthing was working fine until about a week ago, now same problem as above. 

Can anyone help me? Thanks!

Are the messages marked as read online? With some POP servers, outlook won't download mail that is marked read online.

It is most likely a setting in Outlook, or possibly a port is blocked on your network. I recommend checking that if your Incoming settings are correct in Outlook.

You are using the POP protocol. It downloads email from the server and then deletes them on the server, only keeping a local copy. If you access a such account with one computer or phone the email will be stored locally on that device only. POP is an old protocol designed for use with one computer only. I suggest you change to IMAP or even better Exchange MAPI if your phone can handle it. Outlook most certainly can.
