Hi,
Check this Microsoft KB, and let me know if this KB did solved your problem:
HTTP 401 or 404 error messages when you access OWA implicitly or explicitly

Hi Alaa, Thanks for your reply. This KB does not help I am afraid. I do not receive 401's or 404's i simply receive a "error: general access denied error"Whenever a user without doman admin priveliges tries to change their password. My domain user test account is also using the same SMTP domain as my "normal" user.Does anyone have any other ideas? Thanks,

I have also noticed that the username is truncated form "auser" to "user." The domain also is not automatically being populated despite being in directory security..

This would be my best guess given the truncating username issue.
Try registering Iispwchg.dll.
