I have migrated a exchange 2003 to echange 2010 and now the users that have a permission to send as is showing when send e-mail with another account.

This seems to be Send on behalf of, not Send As. If the users have both Send As and Send on behalf of rights, this can happen depending on how exactly they are sending the messages from Outlook. Probably the easiest thing to do is to remove the Send on behalf of permissions (and of course double-check that they have Send As).
