Was your intention to create a new custom OAB?You might try using the Update-OfflineAddressBook cmdlet.

No, I find the problem: In CAS Event Viewer I find this warning: MSExchangeFDS 1021 Process MSExchangeFDS.exe (PID=5036). Could not find directory \\MBSERVER\ExchangeOAB\d7b556fc-61f5-47d7-931f-ac2436d959c6. This is normal if the directory has never been generated.
