OAB in Exchange Cached Mode
I originally posted this in the clients forum but it wasn't going anywhere and it seems more appropriate to post it here.

I'm having a problem with my clients whose Outlook profiles are configured to use Exchange Cached Mode. They are not seeing changes to the address book. If I disable Exchange Cached Mode, they are able to see the up-to-date version of the address book. This is a recent problem and everything had been fine for some time before this started.
I have rebuilt the offline address book in ESM.
I have forced an update and rebuild of the RUS.
I have a GC server with port 389 open in every site.
We are a multiple domain environment but this problem is isolated to 1 domain and 1 Admin group.

The Outlook clients are not getting any synchronization errors. The cached copy of the address book on the clients are being updated.The following files in"%userprofile%\Local Settings\Application Data\Microsoft\Outlook" have all been updated in the past 24 hours:
Uanrdex.oabUbrowse.oabUdetails.oabUrdndex.oabUpdndex.oabUtmplts.oab
Any thoughts on additional items to check? I've downloaded OABinteg but I'm not sure it's helpful since the problem only exists while Outlook is in Exchange Cached Mode. Any help is appreciated.

Ensure your Outlook clients are running Outlook SP2. it adds support for OAB v4.
Also, you mentioned rebuilding the RUS, but thats not the Offline Address Book.
in ESM: recipients, offline address lists, default offline address list
right click and choose rebuild. also open it and ensure the schedule is as desired and it includes the appropriate address lists, such as the GAL.
