Why we can't save attachments while they are in .msg file format?

We can only preview them?

I tried while previewing save as another file format such as .mhtm, .mhtml, .html but it saved blank file.

From your description, you can't save .msg file via OWA. I would like to verify if there is any error when you save this .msg file.

What's more , I recommend you use the following steps to save it and check the result.

Please right click the attachment -> click "Save target as" -> click Save (The default Save as type is .msg).

Note: You need to use Outlook to open it.

Besides, please make sure that this attachment isn't corrupted.

Yes, I can't download it:

When I clicked on MSG file square - preview oppened.

In IE:

When I right clicked and choose "Save target as" - bellow message appeared:

In latest Google Chrome:

I can't even choose Save target as.

Ad1. I found http://community.office365.com/en-us/f/148/t/201103.aspx where MSFT said that saving .MSG attachments is NOT currently supported!

OWA doesn't support .MSG file download currently. If you can accept other file format, please try to print it into a XPS file.

It was supported in OWA 2007, why not in 2013?
