hi, I have "inherited" a site that has exchange 2003 with OWA. My problem is that I can't seem to assign users rights access OWA unless they are administrators. Any ideas ?

Check your OWA IIS permissions, as I'll assume users can open with MAPI if they are not admins. KB 327843 should be helpful in finding out what the folder structure and permissions should look like. Otherwise fire up a new OWA server on a virtual machine or something and check the folder permissions folder by folder. Also, are you running an FE/BE config ?
