Office 2013 License Agreement Reappears Every Time

One of the users I support is having issues with Office 2013's license agreement page appearing every time they start an Office program.  When they attempt to view the license agreement, only the characters shown below are displayed.

Obviously, something is corrupt.  I have tried reinstalling and repairing Office, with no luck.  I also tried modifying the registry permissions as suggested in another article, but that only applied to previous versions.

Is there any way to force the license agreement to stop appearing?

Try start any Office application by right-clicking its icon and choosing Run as Administrator,
then accept the EULA.

I have the same problem of above. I tried reinstall two times repaired it one time. I tried to edit right on the registry. I tried to run the program as administrator. None of those working. It should be a bug in office 2013!!?? Please help!!
