Office 2013 Outlook

Hello everyone.

I have Two Users.   User A and User B

User A is the Boss and User B is the Personal Assistant 

User B has Full Access to User A's Email And also Calendar, She has delegated access.

it has been that way even before i came.

The problem is this: When user B adds Appointment to user A's Calendar the changes either don't happen at all or they happen very late, even after the appointment has passed

When Both Users make changes via the Web App it happens right Away

User has no problem With getting UserA's Email but the problem is with the Calendar

Recently User was given a New Surface Pro Computer.

and user B had her computer reloaded recently also

I Have Switched the Computer from 
Cached  Exchange Mode To Online Mode but the online mode didn't work well, outlook kept having trouble opening up and there were even more complaints, even when i tried.

we are On Office 365

"Outlook features that can reduce the effectiveness of Cached Exchange Mode

Some Outlook features reduce the effectiveness of Cached Exchange Mode because they require network access or they bypass Cached Exchange Mode functionality.

The following features might rely on network access and can cause delays in Outlook unless users have fast connections to Exchange Server data:

  • Delegating access, when folders are not cached locally (local cache is the default).
  • Opening another user's calendar or folder that is not cached locally (local cache is the default).
  • Using a public folder that is not cached."

I would like to know what other options i have ...
