I have a fairly updated setup. Video card is GTX 460. However, my Office 2013 interface is distorted.

Does this only happen to Office or does it happen to other applications? Is it only Word, or Excel, Powerpoint, Outlook, etc also? And lastly, are you running the latest video driver from manufacturer and not device vendor for your GTX 460? By this I mean the driver straight from Nvidia and not from say Dell or HP.

Yes, I have the latest drivers, gotten from Nvidia, and it happens to every single Office 2013 app.
I've turned off the hardware acceleration and the font smoothing option just to test it out, but that doesn't work.
I've looked through the forums and haven't seen anyone have the same problem. strange.

I have seen a similar issue was caused by a program called "Air Display", if you happened to have it installed, try turn it off, and check if the issue is gone.
Furthuer more, please try to configure your computer to reboot in clean boot mode to determine if this behavior is caused by some other 3rd-party serives.
