Currently our company is slowly running out of licenses to utilize the full office 2013 client. Is there a way that I can leverage office web apps 2013 to be able to designate a URL that can point to a folder that contains a bunch of files that users can launch within the browser, edit, and save? I need to find a way to provide a thin version of office (Mainly word, and excel) to these users that only work on a specific set of files.

Couple things to add:

Office 365 is not an option as we need to keep things "on-prem" for security reasons
