Is there a way to save a OneNote Notebook as a template files so it can be used by multiple users as a starting point? I'm trying to create a template for Meetings but I can't seem to save it is a template like you use to be able to when you could
save it as a onepkg file. Any insight is appreciated.

I finally figured this out and I believe answered the question posed.
1. Select File and then Export
2. Select Notebook and then choose "OneNote Package (*.onepkg)"
3. Save the new document and begin creating new Notebooks

In OneNote (2013), File Open. Browse to the location where the OneNote .onepkg is AND (this caught me) change the file filter on the File Open Browse box to include onepkg files. Select your OneNote Package and then the path where you want to save it.
I've mapped a couple of different SharePoint folders my team uses to my favorites to make it easier to create the new NoteBooks in SharePoint.
