You cannot.If you install Exchange2007 in a new organization, you cannot add Exchange2003 or Exchange2000 servers to that organization after you have already installed Exchange2007. To have an organization with either Exchange2003 or Exchange2000 and Exchange2007, you must install the Exchange2003 or Exchange2000 servers first.
