If I understand what you want to accomplish, you want to block one mailbox in your Exchange Org from sending emails outside of your company? This particular mailbox can only send internal emails? If so, do the following:

1. Create a security group (Ex. No External Email) and add the mailbox user to it

2. Create a mail flow rule

3. Give it a name, (Ex. Restrict from sending external email), Apply the rule if... (the recipient is located -> "Outside the organization") and (the sender is a member of... <"No external mail" security group>, Do the following... Reject the message with the explanantion... "Delivery not authorized, message refused" or whatever message fits your company, prioritize the rule amongst any other rules you have created, Enforce the rule, Match sender address in message -> Header, and give it a comment if you so choose.

4. Save the rule

5. Test the rule by attempting to have that mailbox user send an email to an external recipient; does it work?
