Based on your description, I assume your topology scenario. (Environment "PC 1: Window 7& Excel 2003","PC 2: Window XP", "PC 3: Window 8","PC4: Excel 2013")
- When you use PC1 to open Excel file in PC2, it opens fast.
- When you use PC1 and PC4 to open the file it opens slowly.
Which Excel format are you using? XLS or XLSX?
Do the issue occur in opening the local file with Excel 2013?
The issue may be caused by the "Office File Validation". It verifies that a particular binary file complies with the applications expectations. Office File Validation can help prevent unknown binary file format attacks against Microsoft Office
97-2003 file formats.
We may try to turn off it to test if it is helpful:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\15.0\Excel\Security\FileValidation
REG_DWORD: EnableOnLoad
Value: 0

On the other hand, If Excel 2013 has a lot of add-ins, it'll take more time to load it. We may try to disable some of them before starting.
