In upgrading from office 2010 and lync 2010 to office 2013 the Lync 2013 Organization tab data is missing. The Gal files appear to be in the user profile directory. The contact tab appears to have the correct data. We are running on a Lync 2013 server
and Exchange 2010

Based on your description, after upgrading you Lync to 2013, the Organization tab missing in your Lync.
First I suggest you install the latest update for Lync client, and then check if the issue still exists.
Then you can try to check if the issue is caused by the values changed on Registry Editor.
You can check the value in the Registry Editor on local workstation with the following path: HKEY_CURRENT_USER\Software\Policies\Microsoft\Office\15.0\common\contactcard
You can also create a new DWORD (32-bit) Value named TurnOffOrganizationTab and change the value data to 0. If it set to 1 the ORGANIZATION Tab will missing.
