Do you have the anti-spam quarantine mailbox created in your Exchange server?

The wrapped non-delivery report (NDR) are delivered to the spam quarantine mailbox.  These original sender, original recipient, and original SCL fields are shown in the Outlook form which is send to the anti-spam quarantine mailbox.

Please create a spam quarantine mailbox and configure it by the following article:

Then setup this mailbox in Outlook and check whether the original sender and SCL are shown in the quarantine mailbox or not.
