Out of Office with OWA disabled
I have several users who cannot use Out of Office inside outlook 2010 with thier owa access disabled in exchange 2010. Is thier anything i can do ?

Do you mean other users with OWA enabled can set OOF in Outlook 2010?
What's the error message when several users set OOF(File->Info->Automatic Replies)?
By the way, Exchange admin can also set OOF for end users:
Set-MailboxAutoReplyConfiguration
