That is because webmail connects directly to the availability service api while outlook clients will connect via the availability URLs. Your webservices URLs are not working correctly whether due to wrong URLs, cert issues etc.
Perform below and see if if you get any errors and post. You can also go to testexchangeconnectivity.com and perform the Synchronization, Notification, Availability, and Automatic Replies (OOF) test and post the results.
1. While Outlook is running, hold down the CTRL key, right-click the Outlook icon in the notification area, and then select Test E-mail AutoConfiguration.
2. Verify that the correct e-mail address is in the box next to E-mail Address.
3. Clear the check boxes next to Use Guessmart and Secure Guessmart Authentication.
4. On the Test E-mail AutoConfiguration page, verify that the check box next to Use AutoDiscover is selected, and then click the Test button.
5. Then, please post the Result tab and Log tab here for research.James Chong MCITP | EA | EMA; MCSE | M+, S+ Security+, Project+, ITIL msexchangetips.blogspot.com

Hello,
In Outlook, the free/busy data is based on the autodiscover and EWS web services. You can check the status by:
[Check AutoConfiguration Status in problematic Outlook]
========================================
1. While Outlook is running, click the CTRL key and then right-click the Outlook icon in the system tray and then select “Test Email Autoconfiguration”.
2. Confirm that your email address is in the address field, uncheck “Use Guessmart” and “secure Guessmart
authentication” boxes. Then click the “Test” button.
3. Once it runs, please send me a screen shot of the Log tab.
Thanks,
Simon
