Hi,
Is this account configured via IMAP? If so, please try this:
In Outlook 2013, click FOLDER tab -> IMAP -> IMAP Folders. Select Subscribed tab, click Query button. Then Outlook will find all your subscribed folders. Find the Drafts folder, select it, click Unsubscribe button.
Once the folder is unsubscribed, check the result.
As some folders may not be unsubscribed, if you meet the issue, please try the following:
One possible cause of the issue is that the data file(.ost) is corrupted, please try to rename the .ost file of the IMAP account. Outlook will create a new one the next time it starts, check if the problem persists.
If the problem is not fixed, I suggest you create a new Outlook Profile to create the account:
Go to Control Panel -> Search "Mail" and open it, Show Profile -> Click Add to create a new profile.
