You can inject HTML code into the message body via the Insert as Text option;
Insert-> (Attach) File-> select the created htm-file-> press the down arrow on the Insert button-> Insert as Text

When I do this it just attaches the file rather than inserting the code into the email body?

Save the HTML file on the desktop or somewhere, directly drag it onto your message as an attachment. Thanks.

I am having the same problem. Can you please share how you tackled this problem?
Outlook 2013 Insert As Text..... Click the Arrow to the Right of the Insert Button.
You guys would need the HTML add-in for Outlook 2010 and 2013 which can be found here:
http://outlookhtmleditor.codeplex.com/releases/view/103388
