We have multiple users that experience this issue. If they "file"an email to a sub folder from their inbox, when they open the email all images and screenshots that were in the email are gone.

Hi,
What type of email account are you using? If you are using an Exchange or IMAP account, we can login to the web-based interface of your email account to check if we can see the images.
If we move the email back to Inbox, will it show the images again?
In addition, we can also try using the Inbox Repair Tool to scan and repair your Outlook data file to see if this issue is due to data file corruption. See:

If you are using an Exchange account, we can just rename the .ost file to .old and then restart Outlook to sync a new one. By default, we can find the OST file in:
C:\Users\%username%\AppData\Local\Microsoft\Outlook

When moving the mail back to the inbox, the images do not return.
My end user tested in non-cached mode and has mentioned that the issue no longer occurs. I may look into the Inbox Repair Tool on her ost/pst file, and re-enable cached mode to start testing all over again, but at this point she's happy working with non-cached mode.
