Outlook 2013 Error: 0x800ccc13

I got the errorcode: 0x800CCC13 when using the agenda in Outlook 2013 when sending a email.
The following steps are taken:

I have uninstalled IE 11. Installed IE 9, 10, and IE 11. I have done sfc. I have done scnpst. I have repaired Office 2013. I still cannot send in Outlook 2013:  0x8ccc13 "cannot connect to the network. Verify your network connection or modem." I have contacted Comcast. They cannot help. I can send/receive with my laptop, but not this desktop. This Office 2013 Pro is only 65 days old. Do I need to call MS?

 Repaired Office 2013 (Quick and Online)
 Outlook safemode
 Repaired PST files with SCANPST

OS: Windows 7

How can we fix this?

Hi,

Which account type are you using? Did you configure multiple accounts in your Outlook profile?

In addition, we can use the MDBVU32.exe tool to check and remove the hidden read receipt in Outlook to check the result. More information, please refer:
