I'm having problems with Microsoft Outlook 2013. I saw that seems to be a general problem with it.

I've Windows 8.1 and the options to activate the yellow envelope in taskbar icon is activated but i still not having the yellow envelope when i receive a new email.

I've 2 accounts, one POP and one Exchange. I've a rule that moves a copy from the POP account to the Exchange one (if this is important to help solving the problem).

Note.: I already repaired the Office and still not working.

Messages moved by a rule will not show the envelope icon. This is by design.

Note that you can set the POP3 account to directly deliver mail to your Exchange Inbox folder; you don't need to use a rule for that. You can configure this in File-> Account Settings-> Account Settings-> select your POP3 account-> Change Folder... button at the bottom.
