If you configured your email account use Exchange ActiveSync (EAS) protocol, check the solution in the following support article:

If your issue is other then that, try the following:
- Move or copy less items in the same time.
- Exclude the items with problem.
- Cleanup your mailbox. (Remove the useless items - advertisements, duplicate items with large attachments)

1. Not configured with EAS
2. I could move some emails from the top (most recent) and bottom (oldest) to another pst but i am unable to copy any other items (either individually or multiple at the same time)
3. As 2 - all remaining items in my inbox seem to have the problem...
4. I can try this as a last resort but any reason why it would work ??

2. I don't quite follow, if you can move emails from top to the bottom, is there still anything left?
3. How many items remain there?
- Anything special about these remain items?
- Can we copy these items in the same folder?
- Can we copy these items to the other folder?
- Can we save these items as .msg files?
Can we make a copy of the .pst file? (I know this could be a great deal of work considering the file size. Which I would also suggest that we'd better to keep the file size under 2GB for each .pst file.)

These two features are very helpful in splitting an oversized PST file.
