No, we cannot do this and this is by hard code design.Tony Chen

Can you tell us why? You obviously "hard coded" it to do this, but I cannot figure out any good reason why you would do that. Previous versions of Outlook synched newest mail first, so when you loaded it up for the first time it was only a few seconds before you were able to get to work. Now, we all have to wait until the entire mailbox syncs before displaying our e-mail? This could literally take HOURS with larger executive mailboxes. A few words come to mind.

So, to recap. Everything was working great in Outlook 2010. Exactly the way it should work. Then, Office 2013 comes out and the Outlook team decides to not only completely reverse the methodology that was working, but they also decided to lock us out of changing things back.
Yeah. That makes perfect sense. You took a great solution and totally mucked it up for no reason. Bravo.

I'm going to call BS on that statement unless you can prove it. I do not believe for a second that anyone would purposefully code Outlook this way. If they did, they are complete morons. This has to be a bug. No developer or manager that actually wanted Outlook 2013 to succeed would have made that design decision. No "real" study group that this was presented to would have ever signed off on that decision.
Sorry for my mistaken. I thought this is a problem related to change IMAP flow originally. Something like sync the latest message but refuse the ealier one. I've totally misunderstand that. Sorry:(
