Method1)
It seems that extra plug-ins or add-ins is causing the problem in synchronizing the Outlook emails. First Open the MS-Outlook in safe mode using Outlook.exe command in search box and then disable the unusual Add-ins.
Method2.)
If this issue still remains after disabling the plug-in then there can be some issue with your PST data file size. Sometimes large PST size also makes Outlook slow. So compact the large size Outlook PST data file or you can also use archiving option.
Method3.)
Disable the graphic acceleration in MS-Outlook, enable hardware graphic acceleration also is one of the hidden reasons of slow Outlook sync.

Please stop with the blaming the plugins and PST file size. I did a fresh install of Windows 8.1, then immediately installed Office 2013. It's been like this since it was installed.
Disabling "graphic acceleration " does nothing.

Disable the firewall and anti-virus program to try again.
If the issue persists after the steps above, please perform a clean boot to determine whether background programs are interfering with Outlook(Strongly recommended):

In previous FORUM, we had asked to open a phone support case with Microsoft. However we see that another FORUM support case has been opened.
There is no such known issues with Outlook 2013 delaying new emails. Hence again we are asking you to open Phone support case with Microsoft.
Once we have your case, we can dedicate an engineer to look into the issue and troubleshoot until the issue is resolved.

You would get this option under account settings --> More settings -- Advanced
Do not uncheck " Use Cached Exchange mode"...Just Uncheck " "download shared folders", and click on next and select finish
Restart outlook and check if the issue is resolved

I'm just curious if MSFT plans to pay for the support case for a problem several admins are having with this? I would assume that having multiple reports from multiple administrators that these so called "known issues" would in fact warrant an investigation. Hence again, the admin IT community is asking Microsoft to take some responsibility and do some investigation on a product\issue that is clearly impacting more than one user. Until then I guess we let everyone in our IT circles know not to upgrade to Outlook 2013 until someone pays $250 to have a dedicated engineer unearth the cause of something missed in regression testing. At any rate, I'm sure it will only be a matter of time before a solution surfaces.

We have the same problem with two of our customers. -> Two different Exchange 2010 SP3 servers with Outlook 2013 Clients on Win8.
Sometimes it'll take up to 45 minutes that a new mail is synced through all outlook-instances on different machines. That's horrible!
I'd be glad if Microsoft would be able to reproduce the issue and find a fix for the problem! There is DEFINITELY A BUG in Outlook 2013 in combination with Win 8 and Exchange 2010!

I can find no such settings in none of the Account Settings.
And please get your head out of the ground. If you had another to open a trouble ticket with support, plus the numerous other people reporting the same issue here, then how can there be "There is no such known issues with Outlook 2013 delaying new emails"?

I am about to do the same. Windows 8.1 is horrible as well as Office 2013
I am not going to call support to end in hours with someone who is reading scripts telling to "solve" this issue by restarting the computer, or unplugging the black cable in the back of the computer from the wall, and other useless things.

I am not using Exchange Server. This is a client specific problem.
Anyway guess it does not matter anymore.
I really hate Office 2013 and it's about to get uninstalled from numerous computers. Everyone has had it with the garbage MS has been putting out lately.
I have a brand new Outlook 2013 on a brand new Windows 8 computer, not connected to a network, just a lonely new laptop. It currently hasn't received emails for a day and a half. I share everyone's frustration. An email program that. . .can't receive emails reliably. My head spins with all the supposed fixes suggested here. Per Microsoft suggestion, I have run an Inbox Repair Tool to supposedly fix .pst file errors. That utility said my .pst file was fixed. No improvement. Per Microsoft suggestion, I created a new profile. No improvement. I have also tried solutions suggested by non-Microsoft websites. No improvement. As I suggested in another email on another thread on another Microsoft thread, there needs to be a lemon law in software as for cars. I would be using it. As others have suggested here, I don't believe Microsoft knows what it is doing. I am tired of chasing my tail.
I have about 5 email accounts on Outlook and I find it will NOT get new messages unless you click on the inbox.

Problem is also reproduceable with Exchange 2013 SP1 and Outlook 2013 (Home&Business) on remote site with same domain membership. (connection through ipsec vpn)
Enabled cache mode: about 45 minutes, and no new message. disabled cache mode -> new message displayed immediately.
I just upgraded from Office 2003 to Office 2013 and all I have to say is OMFG what the hell did Microsoft do?
This whole thing is 80% slower. Checking mail now takes 30 mins. compared to 2 mins prior to upgrade.
Microsoft what the hell are you doing. Not only does Outlook take 5 mins. longer to load/open, checking mail is painful now. I can check mail via a browser faster than Outlook 2013 can.
What the hell bloated FN softare is this? this thing is a resource hog. Takes forever to do anything on a:

There is an easy fix.
Go to Control Panel -> Software -> Office 2013 -> Unistall
That is not only the problem software. IE11 is now super slow and a serious resource hog.
I did some testing on this issue as well. I have a 300mb fiber connection and 5ms ping time to my exchange server. I am getting my emails reading them and responding to them before I ever get a notification that they came in. Even more so I put my phone on a 4G connection and it gets the email up to a minute before my computer(even forcing a folder update). I created a new user on exchange (empty ost) and tested this. Same issue so it is NOT the amount of email. I also installed Symantec Endpoint Protection, LYNC, and server other outlook add-ins and had NO effect bad or good on the issue.
With that said its not ADD-ONS or PST/OST size.
I tested on OS's XP/WIN7(32 and 64)/WIN8.1/Server 2k8r2 64bit/Sever 2012 all using Outlook 2013 then uninstalling and using Outlook 2010 to resolve the issues. The windows machines where built on clean images on VMWARE ESXi with no virtual networking. I did not test vista or 8.0 for obvious reasons :)
This should be clear proof that it is Outlook 2013. If I can test this Microsoft should be able to easily reproduce the problem.
