I have HP all in one pc loaded with windows 8-1 and outlook 2013. When you go to outlook address book, you see it populated with addresses, but when you try to send email and push the to button to access outlook addresses, system shows other address book only and no trace of outlook address book.

 Please help.

I also, restore system and restore pst files after repairing the pst files, no hope

- Do you mean the contact folders displaied on Outlook 2013 Contact page? For example:

To make a contact folder shows up in Address Book:

1. Right click on the Contacts folder that you want to add to your Address Book. Choose "Properties".
2. Select the tab "Outlook Address Book".
3. Select the option "Show this folder as an e-mail Address Book."

Actually, the tick is on.
 the addresses are populated in people section, but when you try to send email bypressing to, same address book will not show u.

As you said that you are unable to access your Outlook Contacts, please check the settings to access your settings.
