When using the Bcc feature in outlook 2013 it fails and all recipients are revealed.  How do we correct this?

To understand the question more clearly, I'd like to clarify the following questions:

Which type of email account are you using?

By "all recipients are revealed", do you mean the recipients entered in the Bcc field can be seen when the email is received? If so, do the Bcc recipients shows in the To, Cc or Bcc field in the received email message?

If we check the sent email in Sent Items folder, does it show the Bcc recipients in the correct field?

Does this issue happen to all users in your environment? What if we try sending Bcc emails using another user's email account?
