Hi,

How many users encounter this issue? Does the issue only happens to Win8.1 with Outlook 2007 client?

Please make sure the latest patches and service packs are installed for your Outlook client. Please make sure you are using Exchange Cached mode in Outlook. We can click Send/Receive > Send/Receive All Folders to check whether there is any Errors shown in the Outlook Send/Receive Process window, please collect the complete error descriptions and post it here for further analysis.

Additionally, please test the problematic account in Win8.1 with Outlook 2013/2010 to check whether the issue persists. Also start Outlook in safe mode (Start > Run > type Outlook /safe and enter) in the original computer to have a try.
