Outlook Connectivity - problems receiving mail

This morning, a user noted that since Friday afternoon (August 20) she having problems receiving email in Outlook. Besides the issues with Outlook Anywhere, here:

she could not receive messages in Outlook without restarting her laptop (that was her description).
She knew she had messages because she knows about OWA and was able to see them via this interface.
Eventually, then, these messages would end up in Outlook.
What did I notice?
In the task bar, on her laptop and on the desktop of another user, "Microsoft Office is synchronizing folders". It keeps on synchronzing and synchronizing... For five minutes or so before I cancelled.
Yet, Status of Outlook is "Connected to Exchange".
If I do a manual send and receive, results vary.
"This folder only", or Shift F9, finishes very quickly (several seconds).
"Send and Receive" or F9, stalls at 50% for 5 minutes (easily).
Details show that "Offline Address Book" is:
"Connecting to Exchange. Processing..."
Note: this is the second task. Sending mail finished.
Any ideas? OAB?
Other users claimed that they had not noticed any problems receiving mail and at the time I "interrogated" them, they had received recent emails (in Outlook that is).
EDIT - just before leaving work last night, I was able to reproduce the above on a second workstation and then this morning, with a brand new Windows profile on a third machine not running any antivirus
software.
OWA is fine. It's been well over a week since the SP2 update and then some Windows security updates on August 14th.

Hi,
If the problem is happening only with one user its not a server related its a client issue, if user is running outlook in cached mode try uncheck the cached mode restart the outlook & if everything is fine check the cached mode again or try

I concure with Ripu, I would not even think server issue at this point,
You might find that your cashed .OST differs some what from the web View,
There is no problems with going into the Application data folder and deleting the OST to recover a brand new version of this file, this sounds distinctly like a Mail account issue, Possible fire wall in place or problems with items or e-mails being
scanned by an e-mail AV scanner, (if this is not done server side already),
My First sugestion is as follows:
I would remove the PST(s) if there are any attached to the account, remove the e-mail address and any attachemnts involved, then remove the Acount and then finaly remove the profile from Mail winthin the controle pannel. Then Delete the OST (Cashed
version of events from the Application Date/Outlook folder (depending on setup)) and log off the users account, (This is the best way to ensure a full reset of Mail account). Once logged back on, open outlook which will now prompt for a new profile to be added,
set up the users account and let it resync with the exchange, add the final touches if there are any e.g. PST file(s), RSS feeds ect. and see if this fixes the problem.
If you problem still prosists I would move on to thinking this is a log on account or fire wall issue, and start to think about resetting/recreating accounts and permissions, but that process should not be done till you have tryed the fix above,

Well, trying this once again this morning, I am able to reproduce the issue with a fresh Windows profile.
That's right. I deleted the ENTIRE, the WHOLE profile (not just .PST and .OST files).
I then logged on again as the user. Windows recreated the profile and then I opened Outlook.
Note: this is inside the building (in the LAN) so it is Outlook (MAPI) not Outlook Anywhere (RPC/HTTP).
Autodiscover functioned perfectly.
I entered no information. Outlook found the name and email address. It configured the account correctly with no input from me.
It downloaded the messages from the server (I am using cached mode here - default setting). It was up to date.
I performed this operation at 8:13 AM and the last message was stamped 8:10 AM.

- New .OST file
- New Windows profile
- No .PST files present (involved).
- No antivirus running on this test machine.
- Firewall - just Vista firewall.
I will try this with a completely new user - not one that previously existed.
Do you fellows see any point deleting .OST files, etc., on the machines of the users mentioned above if it does not work for a brand new profile?
I will also test this on the machines of users not (yet?) reporting any problems.

When i posted the above, I was under the impression this was a closed and isolated problem to 1 user/computer,
If this is happening across multiple users and computers across the network then I would open up alot more thought on User accounts and Exchange server problems, I have seen this many a time on users that commonly use the same computer and fall out of sync
with the server for what ever reason, but this no longer sounds like this is your problem,
You can quite happly assume that deleting profile accross different users with yield the same results as your first test, and prove that it is in no way fixing the problem,
Please do futher tests on different users and profiles / machiens, and post your results to help us understand better what the problem/ solution would be,

This was not your fault - my information was incomplete.
I'm just about to try with a brand new user on a computer they have never logged on to (by definition, since it's a brand new user...).

OK...
Brand new user. Did not exist one hour ago.
I logon as that user, on a computer where no one had reported any problems (in fact, it is not used much over summer).
Logon successful - takes some time to set up Windows profile - normal wait.
I open Outlook.
Autodiscover finds the NAME of the brand new user and the EMAIL ADDRESS.
I click "Next" and have 3 "green check marks":
- Established network connection.
- Search for ustest1@****.org
- Logon to server.
"Account succcessfully configured to use with MS Exchange"
Outlook sets up the inbox, etc, and I see the test message I sent the test user 10 minutes before.

Once again, it's like that for at least 5 minutes, the time it took me to type these notes and observe other settings.

The test!
Sorry this has taken me so long to make a reply, I heen setting up a large test with an Exchange server just installed by my self,
I did not know what OS your users were using so i went ahead and assumed like most companies you are running a multi system enviroment, Thanks to your last post I knew what I was looking for X users set up later in my test enviroment i was
ready, I used 5 laptops with Windows ME, 5 with Windows XP, 5 with Vista and 5 with 7, just to make sure the test was fair, My after 4 hours of messing around i have managed to find your problem and replicate it with out fail,
Sent finishing within 1-6 seconds with a 4-7 minute 5.5 min average waiting time for Recieve on some, (But not all systems)
My Findings!
When using Port 25 on the SMTP my Vista Laptops were taking 5-7 minutes and adventualy timed out (no mail recieved but the status of the mail recived stated complete, dispite the test mails not being recieved) the view of this was identical to your screen
dump, (different user names and addresses ofcourse)
The Fix!
This worked for me (if this does not for you please let me know your Port numbers to i can do futher testing!)
Change your fire wall settings (Native to Vista or in standard firewall settings (Both have the same values as defualt) to alow Revieve in Port 25, This will not only alow you to send mail through to the server to be delivered on port 25 but also to revieve
your mail with out disruption with in the standard 1-6 seconds a standard computer takes,
In short Check your fire wall settings on your Vist computers, PORT 25 needs send and recieve,
Mass Fix possability, Script load on login for users as a policy to change these settings, (If this works and you need help making a script i would be happy to help)

Unfortunately, it does not seem to be a firewall issue - at least not for me.
I simply disabled the firewall and then performed the tests once again = same result.

Photo quality is rather poor but I think you can see what's essential.

In my case, two new test messages arrived immediately after logon (and opening Outlook). But I still have the same error.
Good news is that the user that complained about this yesterday is recieving email just fine today - despite Outlook constantly synching - the OAB apparently - in the back ground. Not sure why she was affected more yesterday.
Thank you for the hard work though - I nust have a different set of circumstances here.
By the way, the OS on all these machines is Vista - in this last case with a disabled firewall.

Does the issue happen permanently?
Does the issue happen permanently for all clients?
Check if there’s error info in the “Sync Issues” folder of outlook

We have observed the issue on several clients over the past week.
"Progress" stalling or stopping at 50% (after sending is complete) seems quite consistent (everywhere I've looked).
There are some errors in the "Sync Issues" folder - but they are all "Local Failures" (no Conflicts, no Server Failures).
I checked this on two client machines where the issue was observed at the beginning of this week and then today.
Besides a failure on 8/19/10 (August 19), on one machine, all the others are from 7/30/10 (July 30) at the latest.
So none of the stalled attempts (this week) to sync the OAB seem to trigger a "Sync Issue".
I will take a look at the link and try to obtain some more detailed information for you.
