Are your users using Outlook in Cached Exchange Mode or Online Mode?
1. If they are using Cached Exchange Mode, please make sure Outlook has been indexed:
File -> Options -> Search -> Indexing Options -> Check if Microsoft Outlook is in the Index locations, if not, click Modify to add it the the list.
We can also click the Advanced button -> Click Rebuild button to rebuild the index to check the result.
2. If they are using Online Mode, they the search is not based on Windows Index, instead it's based on the Exchange service. Please also check the result on OWA, does it work as expected?

Users are on Cached Exchange mode, Indexing also seems proper as per you instructed. but still search is not working even after rebuilding the indexing image. Please help

Please start Outlook in Safe Mode to test:
Press Win + R, type "outlook.exe /safe" in the Run dialog, press Enter.
In Outlook Safe Mode all 3rd-party add-ins will be disabled, check if the problem persists. If no, we may suspect some add-ins caused the issue, disable the suspicious ones to verify which one caused the problem.
