Outlook connection issues after Exchange Online 2013 upgrade
So after 6 weeks of problems for our 35 sales reps using Verizon mobile broadband connections, A verizon engineer solved our problem by disabling IPv6. Aparently the new Microsoft Servers accept IPv6 connections but there must be an issue with that. I'm
blaming Microsoft because they could have done more testing before imposing that. My reputation at work is tanked after 6 weeks of user frustration.

If you can't handle IPv6 on your network why not just disable it at
the firewall?
