I have followed all the steps Yahoo suggested. In addition I have done the following:
1. Clean Boot
2. Start Outlook in Safe mode.
3. Temporally disable all firewalls and virus scanning.
4. Run scanpst on pst files.
5. Connected to different ISP providers and different routers.
6. Installed different POP email clients (Opera) Opera will not receive any emails but as with Outlook I can send email no problem.
7. McAfee, Windows Defender, Bitscanner full scans find nothing.
I still get the following error on all my computers.
Task *******@yahoo.com - Receiving' reported error (0x800CCC0F) : 'The connection to the server was interrupted. If this problem continues, contact your server administrator or Internet service provider (ISP).'
In Outlook, I can successfully test account settings and send the test email and in general I have no problem sending email.
My settings are incoming server: pop.mail.yahoo.com, port 995, SSL. Outgoing server settings; smtp.mail.yahoo.com, port 465, TLS
Does anyone have any idea about this. Perhaps some registry setting etc?

As you said that you have already tried all possible methods to resolve this error, but still not getting any solution. You should recreate your Outlook profile by deleting the old one. If the error is caused due to the corruption of an Outlook profile, then this will definitely fix the issue.

Perhaps, your ISP has changed some settings details of incoming port number. So, you can also contact with your ISP if the error persist even after re-configuring Outlook email profile.
