here im using Microsoft outlook for mails while i am formatting my system i took a backup (.pst) file and now after configuration now while i import .pst file to my outlook it says an Error report (Given Outlook.pst is not a personal folders file) i used third party software to repair my pst backup and changed read write options none solved my problem

You must try to repair the PST file with inbuilt Inbox Repair Tool also known as Scanpst.exe Create a copy of PST file before using any tool on the file. Sometimes it is needed to run the PST Repair Tool three or four times to remove all errors from the PST file.

#1 - Version of Outlook (before and after formatting if you installed a new version of Outlook)?
#2 - Why are you importing - the normal process would have been to just use your old PST file when you re-configured the email account(s) which begs the primary question - "can you <open> the original PST file directly in Outlook via File --> Open sequence?
#3 - First recovery option would always be to run ScanPST on the PST file before using a 3rd party tool
#4 - If you copied the PST file while Outlook was open - quite possible the PST file got corrupted to the point of not being recoverable
